When engineering and the First Amendment collide

Mats Jarlstrom, of Washington County, Oregon, has filed a federal civil rights lawsuit against the Oregon State Board of Examiners for Engineering and Land Surveying, claiming the board violated his First and Fourteenth Amendment rights when it fined him for describing himself as an engineer.
